Copilot: Tool: fetch (web) does not work without GitHub Account

Steps to Reproduce:

0. logout from GitHub in VSCode
1. try to use Copilot to call fetch any website like google.com
2. Markdown is already fetched, shows in VSCode
3. VSCode prompts to ask to login to GitHub .. (why?)

webpage is already fetched. why we are blocking AI from seeing content already fetched?

this is some kind of embedding computed from web page / url.

I have opeted out from all telemetry. why fetch web is still blocked by GitHub Account?
