policy-service label assignment on linked PR is not working

It looks like the policy-service doesn't change the labels anymore when a PR is linked.

Examples:

• [Update Request]: STIG Viewer 3.5.1 #244351

vs previously:

• [Package Request]: ActiveState.StateTool.CLI #243823
  

Resulting in:

[KarbitsCode]

I just noticed that the bot still assigns the In-PR label to old issues, even recently (e.g., #109536), but it only stops doing so for new issues.
