CPU throttle ("delay") option

First off many thanks for this amazing project! 🙏

Wondering if it's possible to somehow implement the delay option mentioned here - or another solution - to throttle CPU for more accurate emulation: https://www.emaculation.com/forum/viewtopic.php?t=12337

There may be other benefits to this, but for one thing certain games such as Escape Velocity are currently difficult to play in their current state due to excessive speed!

Thanks for pointing out the existence of that setting, I'll investigate to see if it's feasible to enable in my build.

I implemented something like this for the Basilisk II-based machines (Mac IIfx and Quadra 650). You can find it in the "Settings" dialog once the Mac is running (it'll be sticky once you set it):

It has a definite effect on benchmarking software like MacBench and Speedometer. I didn't notice an effect on EV (besides loading times being slower), but it's also been a while since I've played them, so perhaps I'm looking at the wrong thing.
