Doesn't work with earlier versions, not needed on master where xss protection is baked in.
This will need to be tweaked later to only put it in for Rails 2.3.5+ and not Rails 3.0.
Note that if you're using a custom config file, it needs to move from ~/.big_old_rails_template/configs/default/ to ~/.big_old_rails_template/configs/lark/ after this commit.
This is another step towards making it easy to reuse the template framework for other templates, rather than editing the lark template to customize it.
Also use geminstaller to bootstrap gems on to the development machine, if geminstaller is present.
