Above y=200 clouds disappear when view dips below ~30 degrees down #1358

The clouds disappear when camera pitch dips below roughly -30deg. Occurs when the player passes above y=200 and comes and goes every 100-200n of altitude, also comes and goes every few minutes. I noticed the required camera pitch is exactly that needed for the cloud layer to be out of view when player is at y=1, so seems to be 'frustum culling' behaving as if player is at y=1. I suspected this is caused by Novatux's camera offset commit 062de11
