Editing /etc/exports shouldn't try to use sudo if write permissions already exist #2643

Opening a new issue, related to:
#2642

For users who have added write access to /etc/exports as their user account, vagrant will try to use sudoers even if these priviledges are not necessary. It should check if it is necessary first.

@mitchellh Sweet! ... Although this looks like it wasn't done for GNU/Linux, only BSD :( Can we re-open?
