Make force_host_vm default to false now we have stable native Docker for Mac and Windows #7895

Native Docker for Mac and Windows is now out of beta and 'the recommended thing', while the VM-based Docker Toolbox is now 'the old thing'. We should therefore change force_host_vm to be false by default.

If not everywhere, we should at least do this where platform is Linux or Darwin or Windows (I haven't looked at Docker on BSD, Solaris etc. so I can't speak for them).
