There are some sources that we aren't surprised show up as "unhealthy". If it passes all of these:

  1. it is tagged with "spidered:spidered" (ie. tags_id===8875452)
  2. is not not in any public collections (none of its tags pass tagUtil.isCollectionTagSet)
  3. it is marked as unhealthy

If a source passes this set of criteria, on the Source detail page we should show a WarningNotice right above the "search on dashboard" button. The text should be "It looks like we aren't actively tracking this source. Don't use it in general queries."

@sandsfish can you share the link for the example that spurred this suggestion?
