I haven't dug into it but I'm guessing that --reinstall is ignored when installing from a cpanfile?

Yep. --reinstall only works against a module name given as arguments.

Ok and what is the workaround that means how can I turn off the locally installed version check if I am using --installdeps?

I have tried to use --self-contained but seeminly I am getting now configure dependencies too: If namespace-clean 0.27 is one of my dependencies ExtUtils-MakeMaker 7.64 is installed in the same local-lib directory that I have chosen?!
