    In #2, can't remember what house style is for amendments, but I suggest 2 up for "Fifth Amendment."

In #6, does "without Democratic support" apply just to "tax reform later this year"? If so, it's OK as is, but if it applies to the $4 trillion budget plan, it needs at least a comma after "this year." Moving the phrase would probably be better, e.g., "set to pass without Democratic support . . ."
