Update documentation to point to correct pip and conda packages #2044

Finally, after quite a long time, I've managed to get control of the mlpack package name on PyPI:

https://pypi.org/project/mlpack/

And now that the mlpack/mlpack-wheels repository is successfully uploading wheels, we can update the documentation to point out that you can simply do pip install mlpack (at least on OS X and manylinux systems---Windows is still in progress).

I also found that conda-forge packages mlpack so we can reference them in our documentation.

Wow, great. I think it's better to use pip install mlpack than pip install mlpack3.

I resolved the minor conflict in HISTORY.md and I'll merge this in as this PR got two approvals.
