Docs for #215:

  • HEALTH-GATING.md: add enablement paths (init --ci vs reusable workflow), branch protection steps, calibration workflow, and failure message anatomy
  • README: quickstart updates with scaffold/reusable options and branch protection guidance
  • CONTEXT-AWARE-LINTING.md: point to HEALTH-GATING.md and recommend init --ci/reusable

This documents the features shipped in #213 and #218 and aligns with the tests from #217.
