Support timezone for logged in user #93

If timezone support is already implemented, please discard this message.

In database schema, person table has a timezone column.
So, I use that column and add timezone form, tz method.
After that I convert DateTime objects which are in the view using method. is already specified "-00:00", so I didn't touch them.
Only if user is logged in, then timezone will be applied. :-)

I'm not good at Catalyst and don't know Catalyst best practice.
So, I do not know whether adding tz() method in is appropriate.
