Update Windows Projectes 00392d7

Update Windows Visual Studio Templates a62e45d

Update Xamarin Studio Templates 6cc7c87 and 9718034

Note On VS to install the templates developers need to make sure that the Nuget Package Manager for Visual Studio is up to date. If not then iOS templates will not work.
