Enough the content pipeline has now been implemented to do simple import, process and write. More importers, processors and type writers need to be written.

This PR includes the mgcb branch by @tomspilman. The PipelineManager from that branch was used for the test, and this PR contains a small change to the PipelineManager in how it finds built-in types.

Added solution for windows content pipeline.
* Added XML documentation to several classes.
PipelineManager expects absolute assembly paths now.
We now use the XNAGSv4 environment variable to resolve XNA assemblies.
We now try to load assemblies from the GAC if possible.
Most of the SongProcessor has been implemented.
PipelineManager now checks its own assembly by default, including non-public types (a lot of built-in types aren't public).  External assemblies still only use public types.

@slygamer - I haven't done a merge like this before. I guess I can throw away my mgcb branch after this merge because it includes it... correct?

I merged this. It doesn't hurt anything and it gets people moving on this.

Yes, I believe the mgcb branch can be deleted now.
