SetCPU can set to interactive governor successfully at boot time. Changed to NOOP scheduler as it seems to give better read/write benchmark scores, is very simple, and works well for solid state devices. A couple other settings were tweaked as well.
the firmware on every boot with built-in firmware compiled into the kernel (not a .bin file on disk). I have now eliminated the firmware downgrade by toggling some available switches they had available and just allow the firmware to be whatever it is already on your tablet. The firmware seems to only stay resident until you reboot and then it reverts back to the firmware that was already on the tablet.

Restore the target cpu frequency on exit from suspend. Also save target frequency if set when the device is suspended.
