Allow apps to expesify if they want to use the strict social tracking protection #4320

Right now we are only applying the strict social tracking protection when the strict tracking protection is set. After some discussions(mozilla-mobile/fenix#1749 (comment)) we realize that apps want to indicate when they want to use the strict social tracking protection
