Create a Web Data test page

Getting webpush data working is a fairly complicated effort requiring several elements of encryption. A "Test Page" should explain and as transparently as possible show how to encode the data portion of a Web Push subscription update. This will allow library authors and other similarly interested parties a working example they can use to validate their code.
