Currently we only sign add-ons for Firefox Desktop or Android, but we also need to sign add-ons that target toolkit@mozilla.org. We'll need this in place ASAP so we can unblock talos builds:

As it turns out signing toolkit@mozilla.org add-ons on AMO will mean we sign all add-ons with that application and that will hit Thunderbird, Seamonkey and other add-ons. It would mean that we would strip out any third party certs on those add-ons.

The negative impact of this is something we'd have to figure out and there is a workaround for those add-ons. So I'm closing this bug.
