On the resolved breaches page there is a scroll bar that controls the page beneath #1509

Ubuntu 18.04 x64

[Steps to reproduce]:

Navigate to https://monitor-v2.herokuapp.com/
Log into a Firefox Monitor account with a breached email.
Click on "Resolve this breach" link.
Click on the "Mark as Resolved" button.
Observe the scroll bar.

[Expected result]:

There is no scroll bar present if it's not needed.

[Actual result]:

There is a scroll bar present, but it controls the page that is underneath the resolved breaches one.

[Additional Info]:

This reproduces on Chrome, too.
