Actually run docker_compilemessages in docker (#3914)

* Actually run docker_compilemessages in docker

I was wondering why I was getting `CommandError: Can't find msgfmt. Make sure you have GNU gettext tools 0.15 or newer installed.` >.<

* run compilemessages during docker catchup and new-env
