Use one .eslintrc for all packages, make it strict #1025

To minimise the chance of frustration for any developers working horizontally across packages,
we should have a single .eslintrc file at the top level that applies to all JS packages. We should also make it fairly strict, so that there's less wiggle-room for local discrepancies to arise.
