To be able to rotate locales for aurora builds on issue #398 we should disable testing locales on mozilla-central first. That even doesn't make sense given that nearly no localizer is working on m-c, and bustage might happen. So lets only run en-US for Nightly, and have some basic locales for esr24 to ensure UTF-8, and RTL mode works.

Gna, actually this is a dupe of issue #220. I was sure there was already a bug...
