Documentation says "security.tls.enable_0rtt_data" is setable, but it isn't show in the GPO Explorer. Everyone on the internet says it's in the GPO since 2021. Am I doing something wrong or was it just overlooked?

It wouldn't show in the GPO explorer because it's set as part of the Preferences policy via JSON.

Thanks for the tip! The way with the JSON I have actually overlooked! But still it seems unusual to work with the Firefox ADMX and additionally, only to disable 0RTT with the JSON to distribute the then in the end still awkward with a GPO. It would be nice if the circumstance would be fixed. I hereby close the ticket.
