Is this a bug or feature request?

bug

What is the current behavior?

Run this:

WEB_EXT_IGNORE_FILES="icons README.md" web-ext --verbose build

What is the expected or desired behavior?

This should work just like:

web-ext --verbose build --ignore-files icons README.md

which would pass an array containing two elements, icon and README.md. Instead, it passes an array with one element, icons README.md
