Add trouble-shooting docs for image processing #687

Added a general installation trouble-shooting page, with docs on how to investigate image processing and the necessary settings required to get it working for the next person to hit the same problems as I did.

+If that's the case you should see this in the output of ``pip install -I PIL``::

+If you don't then this suggests PIL can't find your image libraries:

+To fix this double-check you have the necessary development libraries
+installed first (e.g: ``sudo apt-get install libjpeg-dev zlib1g-dev``)

+Now run the following for 32bit::

I know it says linux-gnu down below but you should specify that this is ubuntu or at least linux specific.

on Mac OS X you just need to do brew install libjpg - if you could mention that somewhere on this page that'd be great too
