Segmentation fault trying to use "dvd://" with DVD disabled #4393

mpv 0.25.0, Void Linux x86_64

Reproduction steps

  1. Compile mpv with dvdread/dvdnav disabled.
  2. Run "mpv dvd://"

Expected behavior

Ideally, a message stating that DVD support has been disabled; sufficiently, a message about the directory/file not being found.

Actual behavior

Segmentation fault in player/configfiles.c, line 184.

player: fix potential segfault when playing dvd:// with DVD disabled
Tries to access the options, which are obviously not allocated if there
is no DVD support compiled.

Fixes mpv-player#4393.
