Missing behavior from 214.6.10 1.21.4 version of chat patches.

Chat messages spammed in chat don't stack correctly or are completely removed in general.

Step 1. Download Chat patches 215.6.14-secure for 1.21.5
Step 2. Load into Hypixel Skyblock
Step 3. Spam Pet rules

Expected result

Expected chat to stack and not clutter chat while also not removing any information
