test: add missing --force-restart configuration file

Avoiding conflict with other test case database environment, restarting mysql server is required. Note that MariaDB 5.5.28 doesn't accept '--force-restart' described in .opt configuration file. (It seems that mysql-test-run.pl accepts...)
