Fetch: throw specific TimeoutError #32

So it's possible to check easily when the fetch failed because of an error.

Here:

new Error(
sprintf(
`fetchWithRetries: Failed to get response from server (${uri}), tried %s times.`,
requestsAttempted,
),
),
