Kotlin and KSP need to be updated together since each KSP version is tied to a Kotlin version. This PR will aggregate their updates. Once checks are passing because compatible versions are in use, this PR can be merged.

Kover Aggregation Plugin

Implemented prototype of Kover Aggregation Plugin - an alternative to the existing Kover Gradle Plugin, it makes it easier to set up a configuration and collect coverage reactively, depending on the compilation and test tasks running.
