Not all symbols have tags in symbol-info'csv

New symbols added to release v3.2 do not have categories either

We are looking into this aspect of symbol set harmonisation so will try to come back on this aspect of linking up symbol sets on Global Symbols in two weeks time.

@eadraffan Is there an updated on the GlobalSymbols harmonisation work?

I also added issue #30 to track working with Global Symbols
