This PR implements support for running Windows PA plugins on Linux with Wine.

The existing plugins should, in most cases, be usable without many source changes.

The PR also ports the Rocket League PA plugin for Windows to run on Linux/Wine, as a proof of concept.

Plugins: teach Linux pid-fetcher to be Wine-aware.
If we detect a Windows program running through Wine,
we'll provide the name of the Windows executable in
the pids map.

This commit is part of bootstrapping an effort to
support Windows PA plugins on Linux for games running
in Wine.
mumble_plugin.h: add MUMBLE_PLUGIN_EXPORT macro.
This allows plugins to use MUMBLE_PLUGIN_EXPORT
instead of __declspec(dllexport) -- but get the
same behavior on MSVC/Windows.

This is part of the effort to allow Windows PA
plugins to work with Wine games on Linux.
plugins/rl: allow Windows plugin to be built on Linux.
This makes the Rocket League plugin work with Rocket League
running in Wine on Linux.

This is an example of the very little amount of work it can
take to make an existing Windows PA plugin work on Linux
with Wine.

Just to clarify: This would enable us to link to games running on Linux under wine? Interesting.

@hacst Yep, and it works for Rocket League (at least, that's the only thing I tested...) :-)
