It looks like you are missing the CC resistors which will prevent it being detected by the host when used with C-C cables. I have a written a guide that shows how to connect up type C connectors which might be useful, https://www.scorpia.co.uk/2016/03/17/using-usb-type-c-on-hobyist-projects/.
