    Worked on setting order user_id.  Took out cart user_id, we don't need it.  It only matters who logs in when we are brought to the final thank you page.
    If you're not logged in when you come back from paypal, you're directed to create an account, or login
    Once you do that (or you're already logged in) you're brought to the thank you page.  It's on the thank you page that the user_id gets set.
