Edit the list of external dictionaries

User should be able to edit the list of the external dictionaries - that is, user should be able to include his/her own URLs besides three predefined ones. He/she should be able to delete the three predefined external dictionaries as well, if he/she wishes so.
User should provide two values:

1. The displayable name, e.g. ALC Dictionary
2. the URL of the dictionary. A special string "%s" will be replaced with kanji/hiragana/katakana string. For example http://eow.alc.co.jp/search?q=%s

Fixed in 3.39.8. To edit the dictionary list, head to Settings / GUI Tuning / Dictionary Entry Screen / External Dictionaries
