User-specific censor rules for removing dates of birth and addresses #1426

The existing censor rule in IPV (https://github.com/mysociety/ipvtheme/blob/master/lib/censor_rules.rb#L5) for removing dates of birth and addresses from quoted correspondence in responses is brittle and unstable. We could automatically generate censor rules for the dates of birth and address content for each user - maybe attached to the request at request creation time.
