BASE_URL should default to http://127.0.0.1.xip.io:3000

It's odd that the setup instructions are geared around running FMS locally, but the default BASE_URL value in the example config file is http://127.0.0.1.xip.io, which doesn't work (it causes, for example, a 404 when you submit a report).

Maybe we should change the default BASE_URL to be http://127.0.0.1.xip.io:3000?

Note this is referring only to the vagrant install and instructions. The install script assumes the application is run on port 80, the manual instructions tell you to set it up with whatever port you're using. The instructions could be changed to say run it on port 80, or the vagrantfile altered to update the config to use port 3000.
