Only recompile outdated reps #894

The compiler does not need to compile reps that are not outdated.

If a rep is not compiled, its compiled content will not be filled in, which is fine during compilation, as the compiler will compile that item on-demand, probably reusing the cached compiled content for this item. For this reason, I believe the #test_compile_should_recompile_all_reps to be useless.
