Patch release 1 for V16 to address issues with network synchronization;

Run the RC on the Beta network over the weekend (especially testing representatives) then release final early this week.

We initially planned to release V16.1 final on Monday, but some last minute issues were discovered and are still being investigated. A V16.1RC2 will be released to verify that these issues are also fixed.
