Modifications in dounzip to be more efficient...

Sources of the csharp services program added into tools folder
Install-shinken.cmd modified to matche the new setup.exe installer.
Modifications on the 2 arbiter cfg files to move to absolute path (no more relative... more efficient).
Adding the wget binaries (forgotten in the last commit, so the script cannot download the zip files)
