This skips the question permission entirely
A superuser will always have the right to enable themselves and others as superusers. If a superuser doesn't have superuser enabled, then their experience is just like a normal user.
Just use a different pusher API endpoint in different environments now that I know SSL works on the sandbox plan.
This will cut down on the number of events we are sending through Pusher.
I want to call the public version "Decider", but leave it "Hyperarchy" for GitHub's private instance.
