Charts only show 1 y-axis tick when data is less than ~0.1 #387

Only 1 y-axis tick shows up when data is less than 0.1. I'd expect at least one more in the y axis, only 0 shows up currently.

Steps to check or reproduce

Example here - it is reproducible in bar, line, spline, area, etc charts

Am I doing something wrong? I can force a certain number of y ticks to show up by using axis.y.tick.count, but having billboard automatically show them is much nicer and more flexible since my dataset changes often.

Hi @irislieuw for reporting. It seems a bug.
I'll try to fix on next release.
