[DOC] Further enhance documentation for Run a Node

Node documentations need more clarity on:

• Bug submission process
• Costs
• Archival node setup

Describe the solution you'd like
Here are the following items that node documentation need:

• Consolidate config.json changes into setup instruction for running an archival node
• Archival node instruction not using nearup
• Better estimation on server costs based @chefsale comment
• Consistent naming convention testnet, mainnet, localnet consistently lowercase
• Process clarification on feature request and bug report
• StackOverflow footer - preferred communication

Additional context
Don't forget the following items:

• Non-NEAR members cannot label issues or move issues on those boards. Need write access to tag. It appears to restrictive to created issue templates for nodex.
