CMake command with options:

cmake -DCMAKE_TOOLCHAIN_FILE=Platform/Fujitsu-Sparc64 -DCMAKE_INSTALL_PREFIX:PATH=/data/share035/a03500/opt/nest-miniApp -Dwith-mpi=ON -Dwith-openmp=ON -Dwith-gsl=/data/share035/a03500/opt/gsl-2.3 -Dwith-optimize="-Kfast -x1" -Dwith-defines="-DUSE_PMA" -Dwith-python=OFF -Dwith-warning=OFF -Ddisable-timing=ON /data/share035/a03500/src/nest-miniApp

This PR changes the cmake platform-specific file for Fujitsu-Sparc64 systems, which are very small in number. Since this PR solves the problem for @ikitayama and changes will have no effect for users on other systems, I will merge it without further review.
