[Bug]: NETDATA_UPDATER_JITTER can cause slow shutdowns #17745

Bug description

Workstations should be able to reboot reasonably quickly. Some workstations are often left in sleep (suspend-to-ram) mode, and are up for comparatively short times; if anacron is installed, it'll likely run the daily cron jobs at these times. As it turns out, anacron on Debian-based systems now has an infinite timeout for shutdown. Therefore, it's entirely likely that anacron will cause a delay on shutdown, for up to 60 minutes with the default value of NETDATA_UPDATER_JITTER.

Expected behavior

  1. If being run by anacron, jitter should not be performed at all.
  2. If the system is being shut down, the updater should be cancelled
  3. Possibly recommend to users this workaround: Modify /lib/systemd/system/anacron.service so that it no longer has TimeoutStopSec=infinity.

Steps to reproduce

  1. Wait for anacron to start netdata-updater; ideally be unlucky and have the random jitter be high
  2. Shutdown or reboot your system
  3. Wait in frustration
  4. Likely press F1 on the shutdown screen to see details; see that anacron is allowed to run forever (but receive no information as to what it's waiting on)
