guard-jasmine leaves server running on timeout

We run our ci suite in jruby, which slows stuff down enough that occasionally guard-jasmine times out waiting for the jasmine server to boot up.

When this happens, guard-jasmine gives up without stopping the server, or providing any means to stop the server with another command. We end up with a zombie server process on our ci server, holding open a db connection, which in turns prevents the next run of the tests from completing.
