Add Multiwfn oracle consistency verifier

Summary

• replace the stub consistency verifier with a manifest-driven Multiwfn oracle harness
• add smoke/pr/full verifier manifests and compatibility wrappers
• add a scheduled/manual Linux GitHub Actions smoke parity workflow
• document the new verifier entry points and package/reference boundaries

Note: the retained oracle binary is Linux x86-64 ELF, so live oracle execution is covered by the new Linux workflow rather than local macOS.
