i18n: Actually design and strings are fixed to 6 languages

I’ve had a look at the project’s strings and the screenshots.
There are currently six languages available as text, and the design displays one element for each language.

How is this supposed to work when there are (many) more languages available soon?

Thanks for catching this @rakekniven — you're right that the original design doesn't scale. Implementation in progress for 1.7.0; here's the plan:

Model inversion. Today's design assumes admins explicitly enable a fixed set of languages and manage steps per language. That was fine for 6 bundled languages, but doesn't make sense for 80+. Going forward, every Transifex-translated language is automatically available to end users through $l->t() defaults — no admin opt-in. The admin UI shifts from "manage languages" to "manage overrides", where an override is custom copy for a specific language (e.g. tenant-specific wording) that deviates from the default tour content.

UI changes.

• The Settings tab's per-language checkbox grid is removed.
• The Steps tab gets a searchable dropdown listing only languages that currently have an override (plus English), with an explicit "+ Add language override" action that opens the full Transifex language list. No admin ever sees a wall of 80 language tiles.
• "Reset" semantics change: per-language reset deletes the override row so users in that language fall back to Transifex-translated defaults.

Backend changes. The enabled_languages appconfig concept is dropped; existing wizard_steps_<lang> rows remain in place and are treated as overrides on upgrade (no data loss). The API serves getDefaultStepsForLanguage($userLang) whenever no override exists, so users in a language without an admin override still get the Transifex-translated defaults — never bundled-English fallback content.

What stays per-install. Admin overrides themselves are not on Transifex (they live in each installation's oc_appconfig). If an admin authors a custom step in Dutch only, users in other languages don't see that step — clean per-language fallback.

Released in v1.7.0. The fixed-6-language design is gone:

• Settings tab's per-language checkbox grid removed.
• Every Transifex-translated language is now automatically available to end users via $l->t() defaults — no admin opt-in.
• Steps tab gets a searchable dropdown over the full Nextcloud language list (the + Add language override action), so admins can author custom copy for any language without that list ever becoming unwieldy.
• API serves getDefaultStepsForLanguage($userLang) inline whenever no admin override exists, so users in a translated language always get translated copy.
• The enabled_languages appconfig concept is dropped (existing rows preserved as overrides on upgrade — no data loss).
