I had the same problem after updating from 14.02 to 15.0.1RC1.
I manually modified apps/user_external/appinfo/info.xml to allow Nextcloud 15, and had to enable the app in the database by running:

UPDATE `oc_appconfig` SET `configvalue` = 'yes'
WHERE `appid` = 'user_external'
    AND `appid` = 'user_external' COLLATE utf8mb4_bin
    AND `configkey` = 'enabled'
    AND `configkey` = 'enabled' COLLATE utf8mb4_bin;

Strangely, this change is already in git: 0a33a1e since 2018-12-20; see #69

It was also moved out to a separate repository: https://github.com/nextcloud/user_external
